TPW co-sponsored AB 581 (Carrillo)—the Providing Access to Transformation and Healing (PATH) Act—alongside GRIP Training Institute and Initiate Justice. This bill, now signed into law by Governor Newsom, ensures that Community-Based Organization (CBO) Program Providers doing the essential work of rehabilitation and restoration inside CDCR facilities have a more streamlined and accessible clearance process.

TPW co-authored the Rehabilitative Investment Grant for Healing and Transformation (RIGHT) in partnership with CDCR. The RIGHT Grant is a non-competitive grant specifically designed to support transformative, rehabilitative programs inside CDCR facilities. Each year, TPW actively lobbies and advocates to secure continued funding for this critical grant, ensuring that these life-changing programs can thrive.

As of June 2025, RIGHT Grant 3.0 has successfully made it through initial negotiations between the Legislature and the Governor. We are currently awaiting the Governor’s final approval of the state budget to confirm whether another round of funding will move forward.
Fall is the perfect time to invite legislators to visit your programs inside. These visits allow legislators to witness the impact of your work firsthand and serve as a powerful way to kick off the advocacy season. If you have upcoming graduations, milestones, or events that could be meaningful opportunities for legislator site visits, please contact us at [membership@thetpw.org. ] We are eager to support and help coordinate these important connections.

CDCR Memo regarding the passage of Assembly Bill 581

Updated AB 581 Memo
This memo states: "As CDCR works to update the Department Operational Manuel (DOM) for the new process some of the forms in the standardized Program Provider packet will be updated too. The current 966 form asks persons to identify if they have ever been on parole and since discharged. If yes, they are directed to draft a letter to the warden explaining. With the implementation of this process that letter/memorandum will no longer be required, no program provider will be denied the ability to enter an institution for not drafting and or submitting this letter. The CDCR Form 966 will be updated to remove this verbiage later as part of the DOM updates."

CDCR Livescan form for statewide clearance
Submit this document to have the Livescan sent to the central CDCR database instead of being stored locally at the facility where the Livescan was conducted. This will ensure all facilities can access it via the CDCR database rather than needing to complete a Livescan for each facility.

To join the TPW Google email group:
Go to https://groups.google.com/g/_tpw and select where it says, for access try “joining the group.”
You will have an option to sync your profile if you are a gmail user, which means everyone in the group can see your profile.
Next you can choose what type of subscription you want from getting a email for every message posted, getting daly summaries (where up to 25 complete messages are combined into single emails and sent daily), combined updates (where summaries of up to 150 messages are combined into a single email sent daily), or not to get email updates which means you can only see the messages if you go to the Google group page.
To change you subscription:
Go to https://groups.google.com/my-groups and look for a column titled “Subscription” and look for the drop down menu in the row for _tpw@googlegroups.com (in case you are a subscriber of more than one group).
Change the drop down menu to your preferred choice.
To LEAVE the group:
Go to https://groups.google.com/my-groups and look for the left facing arrow icon with a line on the right side of the line for _tpw@googlegroups.com.
Note: You can also go to https://groups.google.com/my-groups and tick the star icon next to any group to add it to your favorite’s list.
